Regulations of Qingdao Huanghai University for International Students

Chapter I GeneralProvisions

Article 1These regulationsareformulatedin the light of the actual situation ofQingdao Huanghai Universityaccording totheAdministrative Measures forRecruiting and Cultivating International Students inUniversities(Decree No.42 of the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security),Notice of the Ministry of Education on the Issuance of (JW[2018] No. 50) andMeasures for the Administration ofUniversities in Shandong Province on the Recruitment and Cultivation of International Students(LJWZ[2021] No. 4) as well as relevant laws and regulations, in order to regulate the recruitment, cultivation and management of international students in the university, enhance the level of opening up of the university’s education to the outside world, and accelerate the process of internationalisation of the university.

Article 2The term “international students” as mentioned in theseregulations refers to those who do not have Chinese nationality and receive education in schools according to theNationality Law of the Peoples Republic of China; and meet the requirements of holding a valid foreign passport or a document certifying nationality for more than four years (inclusive);Internationalstudents who have a record of actual residence in a foreign country for at least two years within the last four years (up to 30 April of the year of admission) (9 months of actual residence in a foreign country in a year can be counted as one year, based on the entry and exit stamps).

Article 3The university shall abide by Chinese laws and regulations and national policies as well as the relevant administrative regulations of Shandong Province in recruiting and cultivating international students; it shall safeguard national sovereignty, security and social public interests; it shall standardise management and ensure quality.

International students should abide by Chinese laws and regulations and the relevant rules and regulations of Shandong Province, respect Chinese customs and habits, abide by the rules and regulations of theuniversity, and complete the study tasks of theuniversity.

Article 4The Office of International Exchange and Cooperation co-ordinates and manages the work of international students, and is responsible for formulating relevant management systems, guiding, co-ordinating and supervising the education of international students. All relevant colleges and functional departments shall do a good job in the management and service of international students according to their responsibilities.Chapter IIRights andObligations ofInternationalStudents

Article 5International students shall enjoy the following rights in accordance with the law during their studies:

1. Participate in relevant activities arranged in theuniversity’s education and teaching programme and use the education and teaching resources provided by theuniversity;

2. Participate in student organisations and activities such as recreation and sports;

3. Apply for Chinese government scholarships anduniversityscholarships;

4. Receive a fair evaluation in terms of moral character and academic performance;

5. Ifinternational studentshave any objections to the disciplinary actions or treatment given by the university, they shall appeal to the relevant departments of the university or the Foreign Affairs Management Committee of the university; when their personal rights, property rights and other legitimate rights and interests are harmed, they may appeal to the Office of International Exchanges and Cooperation;

6. Other rights stipulated by Chinese laws and regulations.

Article 6International students shall fulfil the following obligations in accordance with the law while atuniversity:

1. Comply with Chinese laws and regulations;

2. Comply with theuniversitymanagement system;

3. Completethe required studies in accordance with the corresponding teaching programmes and arrangements;

4. Payment of tuition and related fees in accordance with regulations;

5. Comply with theinternationalstudentcode ofconduct, respect teachers and develop good moral character and behaviour;

6. Mutual respect, solidarity and friendship among students.

Chapter III Management andServices

Article 7The Office of International Exchange and Cooperation of the university is the centralised management department for international students, and undertakes the day-to-day management of international students, such as consulting on their study in the university, enrolment, collection of tuition fees, management of student registration, management of scholarships, handling of emergencies, handling of procedures related to visas and residence permits for international students, and organizing international students to participate in relevant activities. Other functional departments actively support the management and service of international students.

Acomprehensive insurance system for international studentsis implementedto ensure that international students are covered by insurance that meets the prescribed requirements during their studies, and provideassistance in insurance matters as necessary.

Article 8The university shall strengthen the entrance education of international students, and fully carry out education on Chinese laws and regulations,universitydiscipline and safety through lectures, special training and other forms, so as to strengthen the international students’ awareness of abiding by the law. The university shall carry out education on the national and provincial conditions of the country and theuniversity, as well as on the excellent traditional Chinese culture and customs, so as to help the international students get familiar with and adapt to the study and living environment as soon as possible.

Theuniversitysetsup the position of international student counsellor, who should understand the study and life needs of international students, and do a good job in timely information counselling, cultural and sports activities and other aspects of service work.

ChapterIVCampusOrder and Extracurricular

Activities

Article 9International students shall consciously abide by Chinese laws and regulations, comply with the management system of the university, and maintain a civilised, clean and harmonious study and living environment. They shall not violate the regulations on public order management, such as drinking, fighting, gambling, taking drugs, spreading, copyingorselling illegal books, magazines and audio-visual products; they shall not participate in pyramid-selling and missionary activities; and they shall not engage in or take part in activities that are detrimental to the image of university students or to social morality.

Article 10Theuniversityrespects the folk customs and religious beliefs of international students, but does not provide places for religious ceremonies. Activities such as proselytising and religious gatherings are strictly prohibited on campus.

Article 11International students can organise and participate in student groups on campus. International students shall submit a written application for the establishment of a group in accordance with the relevant regulations of the university, submit it to the university for approval, and accept the guidance and management of the university.

Theuniversitypromotes and supports international students and groups in academic, scientific, technological, artistic, recreational and sports activities. International students may voluntarily participate in public welfare activities and celebrations of major Chinese festivals. The extracurricular activities of international students shall not affect the normal teaching and living order of theuniversity.

Article 12International students using the computer network shall follow the relevant regulations of China and the university on the use of the network, and shall not log on illegal websites, disseminate or produce harmful information.

Article 13International students shall strictly abide by the relevant regulations ondormitorymanagement and safety management of the university, and consciously maintain campus safety.

Article 14International students shall enjoy Chinese holidays and theuniversity’s summer and winter holidays during their stay atuniversity. There are nouniversityholidaysaboutstudents own national holidays.

International students are not allowed to travel during non-holiday periods. Those who use holidays or weekends to travel must not interfere with their normal studies and report to their faculties and counsellors, giving a specific itinerary and contact person.

Article 15International students may participate in work-study activities during their studies, but they may not be employed, engaged in business or engaged in other business activities.

Article 16International students shall attend the activities arranged by theuniversityon time, and shall not be absent, late or leave early without any reason; if they cannot attend for any reason, they must ask for leave. Anyone who is unauthorised or exceeds the time of leave shall be regarded as absent fromuniversity, and according to the circumstances, international students shall be criticised and educated, and in serious cases, they shall be subject to disciplinary actions.

Disciplinary sanctions will be imposed by the Office of International Exchange and Cooperation in conjunction with the Department of StudentAffairsand relevant departments, according to the circumstances of international students violating discipline, and in accordance with theImplementation Measures of Disciplinary Sanctions for Students of QingdaoHuanghai University, and will be reported to the Office of International Exchange and Cooperation for the record. If there is any offence, the public security organs will deal with it according to the law.

ChapterVBy-laws

Article 17These provisions shall be implemented as of the date of publication. TheOfficeof International Exchange and Cooperation of Qingdao Huanghai University shall be responsible for the interpretation.

Article 18The foreign language version of these regulations is only to help international students understand the content of the regulations, and the final interpretation and implementation shall be based on the Chinese version.
